The meeting addressed several themes related to the use of artificial intelligence in promoting hate speech across social media platforms, in addition to highlighting the collaborative role of societal institutions, with particular emphasis on the important religious role in combating such discourse, especially through examining its causes and remedies. His Excellency reviewed examples of these causes and proposed models for addressing them, drawing on comprehensive surveys and studies.

The event also discussed the most prominent challenges, opportunities, experiences, and proposals related to the subject, reviewing details concerning the following:

1- Automatic content generation using artificial intelligence technologies to produce texts, images, or video clips that may contain discriminatory or inciting content.

2- Algorithmic targeting through the analysis of users’ behavior and interests, directing divisive and polarizing content to specific groups with the aim of increasing engagement.

3- Digital amplification of content through automated and coordinated accounts (Bots &amp; Coordinated Networks), which contribute to the wider dissemination of hate speech and misinformation.

4- Manipulation of audio-visual content using “deepfake” technologies, which may be exploited to defame individuals or groups and incite hostility against them.

5- The impact of digital recommendation algorithms in amplifying provocative or extremist content as a result of the high levels of engagement it generates.

His Excellency remarked that the use of artificial intelligence in amplifying hate speech raises a highly nuanced legal issue centered on striking a balance between safeguarding freedom of expression within its legitimate scope and protecting society from inciting content, while also defining the legal responsibility of digital actors and technology platforms.
